SCIENTIFIC AND METHODOLOGICAL PRINCIPLES OF ASSESSING OCCUPATIONAL RISKS IN SEAPORTS BASED ON THE TWO-CIRCUIT PORT-R MODEL

The article considers the problem of limited applicability of classical methods of assessing occupational risks for port conditions, where the level of danger significantly depends on the spatio-temporal variability of the production environment. The purpose of the study is a comparative analysis of existing risk assessment tools and the development of an author's model of dynamic assessment of occupational risks in ports. The work uses system and comparative analysis, scenario modeling, as well as elements of matrix and analytical methods of risk assessment. A two-loop model PORT-R is proposed, which combines a static "Site Passport" with an operational dynamic checklist based on five macrovariables: equipment, personnel, environment, cargo, barriers. The logic of the model is based on the detection of deviations from the standard mode, the application of compensatory barriers and the escalation of management decisions in accordance with the ALARP concept. The argumentation of the model's operability is carried out on the basis of an array of over 300 typical risk situations. The scientific novelty lies in the development of a model that translates the result of static engineering analysis into an operational solution directly at the site of work, as well as in the implementation of an analytical feedback loop for proactive recalibration of basic safety measures based on accumulated deviation statistics. Full-scale production verification of the model requires a separate stage of implementation at the enterprise level.
